Brief specification deion or basic overview of the project: The site preparation work for the land reserve project of Dongfang Chip Harbor (Shenghe Jingwei Phase I) includes but is not limited to river dredging, landfilling, demolition of bridges, stone revetments, and roads, as well as the transportation of earthwork and construction waste, and all other necessary work to achieve site preparation. (The specific content refers to the site survey report provided by the bidder. The bidder shall be responsible for verifying the accuracy and reliability of any information provided by the purchaser. In no event shall the supplier's responsibility be reduced or waived due to any defects in the information provided by the bidder, including but not limited to information related to the project area.).

合同履约期限：计划20日历天完成所有工作内容。（开竣工日期以实际日期为准）

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：1、符合《中华人民共和国政府采购法》第二十二条的规定

2、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单

(b)Qualification requirements to be met to implement government procurement policies: 1. Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China. 2. Not be included in the list of dishonesty and dishonesty by the "Credit China" (www.creditchina.gov.cn), the Chinese government procurement network (www.ccgp.gov.cn), the list of parties involved in major tax violations, or the list of serious illegal and dishonest behaviors in government procurement

(c)本项目的特定资格要求：（1）具有独立承担民事责任的能力及相应的履约能力；

（2）本项目非专门面向中小微企业采购；

（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；

（4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动并承担全部民事责任的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；

（5）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动；

（6）本次招标不接受联合体投标，不允许合同转让与分包。
