1. 采购条件

项目建设单位为国网智能电网研究院有限公司(以下简称"项目单位"),项目资金 来自企业自有资金,出资比例为100%,资金来源已落实,采购人为中国电力科学研究院有 限公司(国网智能电网研究院有限公司),并委托天恒招标有限公司为采购代理机构。项目 已具备采购条件,现对该项目进行公开竞争性谈判采购。

本项目积极响应《中共中央国务院关于开展质量提升行动的指导意见》,倡导潜在应 答人用先进标准引领产品质量提升,有效治理质量突出问题,推动形成优质优价的采购机 制。

2. 项目概况与采购范围

3. 应答人资格要求

3.1 应答人须满足如下通用资格要求:

(1)本次采购要求的应答人如为中华人民共和国境内依法注册的法人或其他组织,须 具备承担所应答项目的资格条件;应答人如为国外供应商应递交提供营业执照或所在地登 记证明材料(复印件盖章),应答人无印章的,提交由单位负责人签字的所在地登记证明 材料。应答人须具有与本采购项目相应的供货能力。

(2)法定代表人或单位负责人为同一人或者存在控股、管理关系的不同单位,不得参 加同一标包应答或者未划分标包的同一采购项目应答。

(3) 取得国家法律、法规、规章规定的有效许可证。取得采购文件要求的国家强制认 证证书。

(4)应有良好的财务状况和商业信用。

(5)根据《国家电网有限公司供应商关系管理办法》的规定,应答人存在导致其被暂 停成交资格或取消成交资格的不良行为且在处理有效期内的,应答人在首次应答截止之日 至成交通知书到达之目前,任一日在《国家电网有限公司关于供应商不良行为处理情况的 通报》处理期内的均适用不良行为处理结果。或应答人存在触发《国家电网有限公司供应 商关系管理办法》第六十三条安全及质量重大问题"熔断机制"情形的,其应答将被否决

。即使应答人在应答截止日尚不存在上述情况,但在成交通知书到达之日前,出现上述情 况的,采购人亦有权取消其成交资格。

(6)根据最高人民法院、国家发展改革委、国家铁路局等九部门联合印发的《关于在 招标投标活动中对失信被执行人实施联合惩戒的通知》(法(2016)285号),应答人不得 被人民法院列为失信被执行人。应答人不得存在违法失信行为,不得被"信用中国"网站 (www.creditchina.gov.cn)列入严重失信主体名单。即使应答人在开标当日未出现被列 入失信被执行人或严重失信主体名单的情形,但在成交通知书到达之目前,存在上述情形 的,采购人有权取消其成交资格。

(7) 应答人不得被市场监督管理机关在国家企业信用信息公示系统中列入严重违法失 信企业名单或列入经营异常名录信息。应答人需同时在商务文件中提供在国家企业信用信 息公示系统(www.gsxt.gov.cn)查询的,包含"营业执照信息"、"列入严重违法失信企 业名单(黑名单)"、"列入经营异常名录信息"、"行政处罚信息"、"清算信息"的 查询结果,如应答人未提供企业信用信息公示报告,或提供的报告不符合采购文件规定的 格式与内容,或报告内容被评审委员会认定有异议的,应答人的"列入经营异常名录信息 "和"列入严重违法失信企业名单〈黑名单)信息"以评审委员会在国家企业信用信息公 示系统(www.gsxt.gov.cn)查询的结果为准。应答人未提供或提供的企业信用信息公示报 告不符合采购文件规定的格式与内容的,评审委员会将会对应答人进行不利评价。应答人 提供虚假企业信用信息公示报告的,按照虚假应答进行否决,并根据《国家电网有限公司 供应商关系管理办法》进行相应处理。即使应答人在开标当目未出现被市场监督管理机关 列入经营异常名录或严重违法失信企业名单的情形,但在成交通知书到达之日前,存在上 述情形的,采购人有权取消其成交资格。

(8)应答人不得被纳入中国电力科学研究院有限公司黑名单,黑名单见中国电科院外 网http://www.epri.sgcc.com.cn主页/招标采购/招标(非招标)公告中的相关公告。若应 答人在取得成交资格后被纳入中国电力科学研究院有限公司黑名单中,采购人有权取消其 成交资格或单方终止合同。

3.2 应答人须满足如下专用资格要求:

详见采购公告附件。

3.3 除专用资格要求中明确接受联合体应答的项目外,不接受联合体应答。

3.4 如接受联合体应答的,应答人还应遵守以下规定:

(1) 联合体各方均应满足3.1款和3.2款的规定。

(2) 联合体各方应按照采购文件提供的格式签订联合体协议书,明确联合体牵头人和 各方的权利义务。

(3) 联合体牵头人代表联合体各方负责获取本项目的采购文件及应答工作。

(4)由同一专业的单位组成的联合体,按照资质等级较低的单位确定资质等级;不同 专业分工由不同单位分别承担的,按照各自的专业资质确定联合体的资质。

(5) 联合体各方不得再以自己名义单独或参加其他联合体在同一标包中应答。

3.5除专用资格要求中明确接受代理商应答的项目外,不接受代理商应答。

3.6本次采购不接受应答人委托中介机构或者中间人编制应答文件或代行办理应答事 官。

3.7各应答人均可就本次采购的部分或全部标包应答。

4. 采购文件的获取

本项目报名采取电子邮件方式报名。凡有意参加应答者,请按照下面流程获取采购文件:

4.3未按上述时间和方式获取采购文件的,将无法进行后续的应答及报价。

5. 首次应答文件的提交

5.1首次应答文件提交的截止时间(首次应答截止时间,下同):*开通会员可解锁*10时00 分。

应答文件提交时间:所有应答文件应当首次应答截止时间前递交(提交)应答人。

应答截止时间之前未成功提交至采购代理机构指定邮箱的电子应答文件,采购人不予 受理。不接受邮寄方式提交应答文件及应答文件的修改文件;不接受未按规定加密的应答 文件及应答文件的修改文件。电子应答文件中应包含可编辑及不可编辑两种电子文档格式 文件。

5.2至应答截止时间后10分钟内应答人将解密密码发送至采购代理机构邮箱。采购代理 机构在监督人员监督下,解压文件。

应答截止时间前采购代理机构将通过电子邮件告知各应答人"Microsoft Teams"会议室号码,收到通知的应答人加入会议进行谈判。

5.3未按采购公告规定的时间和方式获取采购文件的应答,采购人将不予受理。采购人 不接受纸质应答文件。

1. Procurement Conditions

The project construction unit is State Grid Smart Grid Research Institute Co., Ltd. (hereinafter referred to as the "project unit"), and the project funds are sourced from the enterprise's own capital, with a 100% contribution ratio. The funding source has been secured. The purchaser is China Electric Power Research Institute Co., Ltd. (State Grid Smart Grid Research Institute Co., Ltd.), and Tianheng Tendering Co., Ltd. has been entrusted as the procurement agency. The project is now ready for procurement and will undergo open competitive negotiation procurement.

This initiative actively implements the "Guiding Opinions of the CPC Central Committee and the State Council on Quality Improvement Actions", encouraging potential bidders to adopt advanced standards for product quality enhancement, effectively address prominent quality issues, and establish a procurement mechanism that ensures premium quality at fair prices.

2. Project Overview and Procurement Scope

See the attachment of the procurement announcement for details.

3. Qualification Requirements for Respondents

3.1 Responders must meet the following general qualification requirements:

(1) For this procurement, bidders who are legally registered legal entities or organizations within the People's Republic of China must meet the qualification requirements for the project. Foreign suppliers shall submit a business license or local registration certificate (stamped copy). If the bidder lacks an official seal, a locally registered certificate signed by the responsible person shall be provided. The bidder must possess the corresponding supply capacity for this procurement project.

(2) Entities with the same legal representative or responsible person, or those under controlling or management relationships, shall not bid for the same tender package or the same procurement project without separate tender packages.

(3) Obtain valid licenses prescribed by national laws, regulations, and rules. Acquire the national mandatory certification required by procurement documents.

(4) The applicant should have a sound financial status and good business credit.

(5) Pursuant to the "State Grid Corporation of China Supplier Relationship Management Measures", if a bidder has committed misconduct resulting in suspension or revocation of their winning bid eligibility and such misconduct remains valid, the adverse consequences shall apply to any occurrence within the processing period specified in the "State Grid Corporation of China Supplier Misconduct Handling Notice" between the first bid submission deadline and the receipt of the contract award notice. Alternatively, if the bidder triggers the "circuit breaker mechanism" under Article 63 of the aforementioned Measures for major safety or quality issues, their bid shall be rejected. Even if no such circumstances existed at the bid submission deadline, the procuring entity retains the right to revoke the winning bid eligibility if such misconduct occurs prior to the contract award notice's delivery.

(6) According to the "Notice on Implementing Joint Punishments for Dishonest Persons Subject to Enforcement in Tendering and Bidding Activities" (Fa [2016] No.285) jointly issued by the Supreme People's Court, the National Development and Reform Commission, the National Railway Administration, and eight other departments, the respondent shall not be listed as a dishonest person subject to enforcement by the people's court. The respondent shall not have any illegal or dishonest acts, nor shall they be listed on the "Credit China" website (www.creditchina.gov.cn) as a seriously dishonest entity. Even if the respondent is not listed as a dishonest person subject to enforcement or a seriously dishonest entity on the day of bid opening, if such circumstances exist before the delivery of the contract award notice, the purchaser has the right to cancel their winning bid qualification.

(7) Bidders shall not be listed in the National Enterprise Credit Information Publicity System by market regulatory authorities as either a seriously law-violating and untrustworthy enterprise or included in the business abnormality list. Bidders must simultaneously provide query results from the National Enterprise Credit Information Publicity System (www.gsxt.gov.cn) in their tender documents, including "business license information", "serious law-violating and untrustworthy enterprise list (blacklist)", "business abnormality list information", "administrative penalty information", and "liquidation information". If bidders fail to submit a corporate credit information disclosure report, or if the submitted report does not comply with the format and content specified in the procurement documents, or if the report content is deemed questionable by the evaluation committee, the "business abnormality list information" and "serious law-violating and untrustworthy enterprise list (blacklist) information" of the bidder shall be determined by the evaluation committee's query results in the National Enterprise Credit Information Publicity System (www.gsxt.gov.cn). Bidders who fail to provide or submit corporate credit information disclosure reports that do not meet the format and content requirements specified in the procurement documents will receive unfavorable evaluations from the evaluation committee.

Bidders providing false corporate credit information disclosure reports will be disqualified as fraudulent responses and subject to corresponding penalties under the "State Grid Corporation of China Supplier Relationship Management Measures". Even if bidders are not listed in the business abnormality list or serious law-violating and untrustworthy enterprise list by market regulatory authorities on the bid opening day, if such circumstances exist before the delivery of the contract award notice, the purchaser has the right to cancel their winning bid qualification.

(8) The bidder shall not be included in the blacklist of China Electric Power Research Institute Co., Ltd. The blacklist is listed in the relevant announcements on the homepage of China Electric Power Research Institute's external website

http://www.epri.sgcc.com.cn/tendering/purchasing/tendering/non-tendering announcements. If the bidder is included in the blacklist of China Electric Power Research Institute Co., Ltd. after obtaining the winning qualification, the purchaser has the right to cancel its winning qualification or unilaterally terminate the contract.

3.2 The bidder must meet the following specific qualification requirements:

3.3 Consortium bids are not accepted, except for projects explicitly requiring consortium participation in the special qualification requirements.

3.4 If the consortium's bid is accepted, the bidder shall also comply with the following provisions:

(1) All parties to the consortium shall comply with the requirements of Sections 3.1 and 3.2.

(2) The consortium members shall execute a consortium agreement in the format specified in the procurement documents, clearly defining the rights and obligations of the lead party and each member.

(3) The consortium lead representative, acting on behalf of all consortium members, is responsible for obtaining the procurement documents and preparing responses for this project.

(4) For a consortium composed of entities with the same professional expertise, the qualification level shall be determined based on the entity with the lower qualification tier. Where different professional divisions are undertaken by separate entities, the consortium's qualification shall be determined according to the respective professional qualifications of each entity.

(5) Consortium members shall not submit bids individually or as part of another consortium for the same tender package under their own names.

3.5 Except for items explicitly requiring agent responses in the special qualification requirements, no other agent responses will be accepted.

3.6 This procurement does not accept responses prepared by intermediaries or agents commissioned by the bidder, nor will it accept any proxy handling of response-related matters.

3.7 All bidders may submit bids for any portion or all of the procurement packages.

4. Obtaining Procurement Documents

4.1 Procurement documents (electronic version) are available for free.

4.2 This project requires registration via email. Interested participants should follow the steps below to obtain the procurement documents:

(1) Please collect the negotiation procurement documents from 14:00 on January 29,2026 to 24:00 on February 5, 2026 (Beijing Time, same below).

(2) Respondents must provide either a business license or a stamped copy of the local registration certificate. If the respondent lacks an official seal, a signed local registration certificate issued by the unit's responsible person shall be submitted.

(3) Please email the above content to ywb01@thtc.com.cn, including the project name and contact details. Upon successful registration, the electronic procurement documents will be sent to the respondent's email.

4.3 Failure to obtain the procurement documents within the specified time and method will disqualify the bidder from submitting subsequent responses and quotations.

5. Submission of the First Response Document

5.1 Deadline for submission of the initial response documents (hereinafter referred to as the initial response deadline): 10:00 AM on February 9, 2026.

Deadline for submission of response documents: All response documents must be submitted to the designated respondent before the initial response deadline.

Submission guidelines: Responders must submit the electronic version of their response documents in encrypted format to the designated email address of the procurement agency (ywb01@thtc.com.cn) before the initial response deadline.

Electronic response documents submitted to the designated email of the procurement agency before the response deadline will not be accepted by the procuring entity. Submission via mail, including both response documents and their amendments, is not permitted. Documents that fail to meet the required encryption standards, as well as any amendments to response documents, will not be accepted. The electronic response documents must include both editable and non-editable file formats.

5.2 Respondents must send the decryption password to the procurement agency's email within 10 minutes after the response deadline. The procurement agency will decompress the file under the supervision of monitoring personnel.

Before the response deadline, the procurement agency will email each respondent with the Microsoft Teams meeting room number. Respondents who receive the notification should join the meeting for negotiations.

5.3 The purchaser will not accept responses that are not obtained in accordance with the time and method specified in the procurement. Paper responses are not accepted by the purchaser.
