根据公司生产经营需求，马德望海螺拟开展辅助材料（物资）询比价采购工作。为规范物资采购行为，严格遵循公平、公正、公开的原则，现将本次询价相关信息发布如下：

According to the company's production and operation needs, Battambang Conch Cement Co., LTD., intends to carry out supplement material inquiry and price comparison procurement work. To standardize material procurement activities and strictly follow the principles of fairness, justice, and openness, the relevant information of this inquiry is now released as follows:

一、询价内容概况：

I.Overview of Inquiry Content:

1.询价内容：本次询价采购的是辅助材料（物资），如下所示；具体详见询价人在海螺阳光智慧采购平台上传的相关附件。

1.Inquiry content: The item being inquired for this purchase is supplement material , as shown below; for details, please refer to the relevant attachments uploaded by the inquirer on the Conch Sunshine Smart Procurement Platform.

2.交货地点：马德望海螺水泥有限公司仓库或指定的使用现场，运输费用由卖方承担。

2.Delivery place: warehouse of Battambang Conch Cement Co.,Ltd. or the designated use site, the transportation fee is born by the seller.

3.采购数量：以上为暂定数量，具体数量根据询价人实际需求为准。

3. Purchase quantity: The above is a tentative quantity, and the specific quantity shall be subject to the actual needs of the inquirer.

4.合同有效期：合同起止日期以询价人通知签订为准。

4. Contract validity period: The start and end dates of the contract shall be subject to the notice of conclusion by the inquirer.

二、投标申请人须具备的条件：

II.Requirement of the applicant for bidding:

1.在柬埔寨王国注册的公司需具备营业执照（Certificate of Incorporation）、税务登记证（Certificate of Tax Registration(VALUE ADDED TAX-VAT)）、Patent证书(PATENT TAX)、公司章程(Articles of Incorporation)，或其他国别有效公司资质。

1.Companies registered in the Kingdom of Cambodia are required to have a Certificate of Incorporation and a Certificate of Tax Registration ((VALUE ADDED) Tax-vat), PATENT TAX, Articles of Incorporation, or other country valid corporate qualifications.

2.投标渠道之间不充许存在关联关系，如果招标单位核实投标渠道之间存在关联关系，每个标段仅充许一家参与投标。

2.There is no allowed correlation between bidding companies. If the bidding unit verifies the correlation between bidding companies, only one bidder is allowed to participate in the bidding for each section.

3.招标方在开标前对投标人IP地址或域名进行比对，如出现不同投标单位使用IP地址相同的情况进行投标，则视为串标，出现串标行为的，认定投标单位的投标报价无效，并同时将IP地址一致单位均纳入黑名单管理，并取消其两年合作资格。

3.Before the bid opening, the tendering party will compare the IP addresses or domain names of the bidders. If different bidding units use the same IP address to submit bids, it will be regarded as collusion. In cases of collusion, the bids of the involved bidding units will be considered invalid, and all units with the same IP address will be blacklisted and disqualified from cooperation for two years.

4.若报价人在海螺水泥任何一家子公司中有不良合作记录的（即在以往合作期间存在放弃供货合同的、送货影响生产的、产品质量不合格的及被评审为不合格供应商的等），将取消报价资格。

4. If the bidder has a record of poor cooperation with any subsidiary of Conch Cement (that is, in previous cooperation there were cases of abandoning supply contracts, deliveries affecting production, product quality not meeting standards, or being evaluated as an unqualified supplier, etc.), the bid qualification will be canceled.

凡符合以上条件者可在公示报名截止日前登录海螺阳光智慧采购平台（https://srm.chinaconch.com/oauth/）进行注册报名，并按照投标人资格要求提供相应材料。

Anyone who meets the above conditions can register on the Conch Sunshine Smart Procurement Platform (https://srm.chinaconch.com/oauth/) before the end date of the public registration period and provide the corresponding materials in accordance with the bidder qualification requirements.
