| 投标资格 | 3.1 本招标项目要求投标人须同时具备有效的以下资质： （1）设计资质要求：应具备建设行政主管部门核发的合格有效的工程设计建筑行业（建筑工程）专业甲级资质或工程设计建筑行业甲级资质或工程设计综合甲级资质（注：若投标人的资质为设计综合甲级资质，则须满足《工程设计资质标准》中与本项目相对应的设计类型对人员配置的要求）（资质类别、等级），拟推荐中标候选人注册人员应满足其所持设计资质证书（综合资质或本招标项目要求的设计资质）对应的资质标准要求； （2）施工资质要求：应具备建设行政主管部门核发的有效的建筑工程施工总承包一级及以上资质（资质类别、等级）和《施工企业安全生产许可证》，拟推荐中标候选人注册人员应满足其所持施工资质证书（本招标项目要求的施工资质）对应的资质标准要求； （3）勘察资质要求（如有）： /（资质类别、等级），拟推荐中标候选人注册人员应满足其所持勘察资质证书（综合资质或本招标项目要求的勘察资质）对应的资质标准要求。 3.2 投标人拟派出担任本招标项目的工程总承包项目负责人的资格要求：1人，应具备合格有效的一级建筑工程专业注册建造师执业资格或一级注册建筑师执业资格或一级注册结构工程师，且应是投标人正式在岗职工。项目负责人可兼任本项目的施工项目负责人或设计项目负责人，但应满足其资格要求，不允许除施工项目负责人和设计项目负责人外的其他岗位人员兼任项目负责人（注册执业资格或职称要求等）。 3.3 投标人拟派出担任本招标项目的设计项目负责人的资格要求：1 人，应具备合格有效的一级国家注册建筑师执业资格，且应是投标人本单位正式在岗职工（注册执业资格或职称要求等）。 3.4 投标人拟派出担任本招标项目的施工项目负责人的资格要求： 1 人，应具备建设行政主管部门核发的合格有效的一级建筑工程专业注册建造师执业资格，且应是投标人本单位正式在岗职工（注册执业资格） ，并具备有效的安全生产考核合格证书（B证）。 3.5 投标人拟派出担任本招标项目的勘察项目负责人的资格要求（如有）： / （注册执业资格或职称要求等）。 3.6 本招标项目 ?接受 □不接受 联合体投标。招标人接受联合体投标的，联合体成员数不得超过 2 家；投标人自愿组成联合体的应由 承担施工任务的单位 为牵头人，且各方应具备其所承担招标项目承包内容的相应资质条件；承担相同承包内容的专业单位组成联合体的，按照资质等级较低的单位确定资质等级；工程总承包项目负责人应由联合体牵头人的人员担任。 3.7 投标人“类似工程业绩”数量要求： /（不多于1个）；“类似工程业绩”是指：其具体要求详见第三章第一节“评标办法前附表”第10项“投标人类似工程业绩”的规定。 3.8 投标人拟派出担任本项目的工程总承包项目负责人“类似工程业绩”数量要求： /（不多于1个）；“类似工程业绩”是指：其具体要求详见第三章第一节“评标办法前附表”第10项“工程总承包项目负责人类似工程业绩”的规定。 3.9 各投标人均可就本招标项目上述标段中的 / （具体数量）个标段投标，但最多允许中标 / （具体数量）个标段。（适用于分标段的招标项目）。 3.10 本招标项目不要求投标人在招投标期间缴纳农民工工资保证金。 3.11 投标人不得将主体工程或关键性工作进行分包。 3.12 本招标项目不要求中标人在项目所在地设立分（子）公司，中标人应当依法履行纳税义务。 3.13 其他资格要求：详见招标文件。 | |||||||||||||||
