1 询价条件（Tender Conditions）

因菲律宾帕赛吹填开发项目施工需要，采购零星物资一批，现已具备询价条件，根据国家法律法规和中交特种工程有限公司（以下简称中交特种）物资管理规定，通过公开询价方式采购零星物资一批，欢迎符合资格条件的供应商积极参与报价。

Due to the construction needs of the Pasay Reclamation and Development Project in the Philippines, a batch of miscellaneous materials is required for procurement. The conditions for inquiry are now met. In accordance with national laws and regulations as well as the material management provisions of China Communications Special Engineering Co., Ltd. (hereinafter referred to as China Communications Special), the procurement of a batch of miscellaneous materials will be carried out through public inquiry. Suppliers who meet the qualification requirements are welcome to actively participate in the quotation.

The project is located at Manila Bay, Pasay City, Metro Manila, Philippines.

2.2 询价内容及要求（Tender Content and Requirements）

请有意向的报价人认真阅读报价单的要求和说明，合理报价。附件“菲律宾帕赛吹填开发项目零星物资采购报价单”

Interested bidders are kindly requested to carefully read the requirements and instructions of the quotation sheet and provide a reasonable quote. Attached is the "Quotation for Miscellaneous Materials Procurement”for the Pasay Reclamation Development Project in the Philippines"

3 报价响应供应商的资格要求（Qualification Requirements for Bidding Suppliers）

3.1基本条件（Basic Conditions）

（1）要求供应商实力强、具有可靠良好的资信状况。

Suppliers must demonstrate strong capabilities and reliable credit standing.

（2）具有独立承担民事责任能力。

Possess independent legal capacity to bear civil liabilities.

（3）具有良好的商业信誉和健全的财务会计制度。

Maintain good commercial reputation and sound financial accounting systems.

（4）具有履行合同所必需的设备和专业技术能力。

Have necessary equipment and technical expertise to fulfill the contract.

（5）具有依法缴纳税收和社会保障资金的良好记录。

Maintain a valid record of tax payments and social security contributions.

（6）参加本批采购报价响应的供应商前三年内没有法律纠纷及不良记录，在经营活动中没有重大违法记录。

No legal disputes,or major violations in business activities within the past three years.

（7）法律、行政法规规定的其他条件。

Other conditions stipulated by laws and regulations.

（8）报价响应供应商必须具有完善的服务机构和服务体系。

The supplier responding to the quotation must have a complete service organization and service system.

3.2具体条件（ Specific Conditions）

（1) 报价响应供应商应保证：所提供的物资符合国家和项目所在国家相关行业标准；所提交的报价文件的所有内容真实合法有效，报价响应供应商所提供的设备应当符合报价及报价响应文件的要求，无权利瑕疵，否则，应承担由此给询价单位造成的一切损失及相关责任。

The supplier responding to the quotation shall guarantee that: the materials provided complies with the relevant industry standards of the country and the country where the project is located; all contents of the submitted quotation documents are true, legal and valid; the equipment provided by the supplier responding to the quotation shall meet the requirements of the quotation and the quotation response documents, and have no rights defects. Otherwise, it shall bear all losses and related responsibilities caused to the inquiry unit.

（2)不接受联合体报价。 Joint bids are not accepted.

4 询价文件的获取Acquisition of Quotation Documents

凡有意参加投标者，请于*开通会员可解锁*8时00分至*开通会员可解锁*13时00分，登录中交集团供应链管理信息系统报名并下载电子采购文件。

All those who are interested in participating in the bidding should log in to the Supply Chain Management Information System of China Communications Construction Company from 8:00 am on May 01, 2026 to 13:00 pm on May 06, 2026 to register and download the electronic procurement documents.

5报价文件的递交与开标（Submission and Opening of Bids）

5.1 采购人于*开通会员可解锁*通过中交集团供应链信息管理信息平台发布采购询价公告。请有意参与报价的供应商在上述日期内参与响应（网址：https://zjzcw.iccec.cn）。

The purchaser will release the procurement inquiry announcement through the Supply Chain Information Management Platform of China Communications Construction Group on May 01, 2026 . Suppliers who are interested in participating in the quotation are requested to respond within the above-mentioned period. (Website: https://zjzcw.iccec.cn).

5.2不邮寄询价文件。

No physical copies of inquiry documents will be mailed.

6 报价响应文件的递交（Submission of Bidding Documents）

6.1电子报价响应文件递交的时间为：*开通会员可解锁*13时00分前。报价响应人应当通过中国交建采购管理信息平台供应商页面（网址：https://zjzcw.iccec.cn）上传，递交时间即为上传成功时间。

Electronic bids must be submitted by **13:00 on May 06, 2026** via the **CCCC Procurement Management Information Platform** (Supplier Portal: https://zjzcw.iccec.cn). The submission time is the successful upload time.

6.2逾期未上传成功的报价响应文件，采购询价人不予受理。

Late submissions will not be accepted.

7 发布公告的媒介（Medium of Announcement）

中交集团供应链信息管理信息平台（https://zjzcw.iccec.cn）发布。

Published on the **CCCC Group Supply Chain Information Management Platform** ([https://zjzcw.iccec.cn]).
