简要规格描述或项目基本概况介绍、用途：本项目拟选取一家合格供应商承接管理上海国际旅游度假区管委会职工食堂，提供餐饮人工服务。日均用餐量在早餐100-150人左右、午餐250-300人左右、晚餐50-80人左右。供餐时间：周一至周日，全年365天无休。早餐7：00—9:00、中餐11:00－12:30、晚餐17:00－18:00。（具体详见第三章服务需求书）

Brief specification description or basic overview of the project: This project plans to select a qualified supplier to manage the staff canteen of Shanghai International Tourism Resort Management Committee and provide catering manual services. The average daily meal is about 100-150 people for breakfast, 250-300 people for lunch and 50-80 people for dinner. Meal time: Monday to Sunday, 365 days a year. Breakfast is from 7: 00 to 9: 00, Chinese food is from 11: 00 to 12: 30, and dinner is from 17: 00 to 18: 00. (See Chapter III Service Requirements for details)

合同履约期限：本项目经财政部门批准一招三年，合同一年一签，最多不超过三年。每年结束前采购人对成交供应商的工作进行综合考核评定，确定次年合同的签订。如年度考核未通过或项目内容及价格变动较大的（超过原合同采购金额10%），将重新采购。本项目采购预算所涵盖的服务期限为*开通会员可解锁*起至*开通会员可解锁*止。

The Contract Period: This project is approved by the financial department for three years, and the contract is signed once a year, with a maximum of three years. Before the end of each year, the purchaser will make a comprehensive assessment of the work of the supplier and determine the signing of the contract in the following year. If the annual assessment fails or the project content and price change greatly (more than 10% of the original contract purchase amount), it will be purchased again. The service period covered by the procurement budget of this project is from January 1, 2026 to December 31, 2026.

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: This project is specially designed for small and medium-sized enterprises to purchase, and no price discount will be implemented for the products of small and medium-sized enterprises during the review. (c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；

（4）具有有效期内的食品经营许可证（经营项目须涵盖本项目内容）； （5）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law; (4) It has a food business license within the validity period (the business project must cover the contents of this project); (5) Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
