江油市双金新材料科技有限公司 。项目已具备招标条件，现对该项目的勘察设计施工总承包进行公开招标。 1.2本招标项目由 四川省发展和改革委员会 （核准机关名称）核准（招标事项核准文号为 川发改基础[ 2024 609号 的招标组织形式为 委托招标 。招标人选择的招标代理机构是 四川华景工程项目管理有限公司 。 2.项目概况与招标范围 2.1建设地点： 四川省绵阳市江油市 。 2.2建设规模： 专用线接轨于宝成铁路马角坝站。改建马角坝站并设空车场、重车场、国铁场，其中空车场设4条到发线，重车场设8条到发线，国铁场改造相应咽喉区。新建轻、重车场联络线环线3.912公里，在环线与重车场接口处设4条装车线。线路铺轨全长22.069公里（含3.65公里隧道）。 2.3项目投资：总投资约 212053.39 万元。其中：工程类费用包含但不限于工程费、安全生产费、总承包风险费、接轨配套工程费、技术服务费、施工图审查费、施工图预算控制价清单编制费、材料检测费、施工过程协调管理费、施工配合及安全监管费、铁路运输损失补偿费等，该最高限价仅作为项目后续实施的最高价。 2.4招标范围： 2.4.1勘察范围:完成本工程施工所需的施工图阶段所有勘察相关工作，包括但不限于现场调查、提供施工图勘察报告、编制符合招标人指定评审机构要求的勘察成果、临 时工程勘察（如需）、工程变更勘察、现场勘察代表驻场、后续勘察服务，配合完成施工图审核、预算审核、验收和移交开通、竣工图编制、结算审核、决算审计等相关工作。 2.4.2设计范围:完成本工程施工所需的施工图阶段所有设计相关工作，包括但不限于现场调查、施工图设计、编制符合招标人指定评审机构要求的施工图预算和工程量清单（含满足编制要求的预算控制价）、临时工程设计（如需）、工程变更设计、现场设计代表驻场、后续设计服务，配合完成施工图审核、预算审核、验收和移交开通、竣工图编制、结算审核、决算审计等相关工作。 2.4.3施工范围：完成本工程施工图设计文件所有工程施工以及缺陷责任期内的缺陷修复工作，包括但不限于本专用线接轨、新建轨道、站场、路基、桥涵、隧道、通信、信息、信号、接触网、电力、给水排水、临近既有铁路附属迁改和管线迁改等施工工程；配合完成预算审核、验收和移交、结算审核、决算审计、概算清理等相关工作。负责办理完成本工程建设所需的相关工作及全过程铁路相关手续办理，包含但不限于施工许可、临时便道、临时用地等。配合完成施工图审核、预算审核、验收和移交开通、竣工图编制、结算审核、决算审计等相关工作。 2.10本次招标采用电子招标、电子评标。 3.投标人资格要求 3.1 本次招标要求投标人须具备 3.1.1 资质要求：须具有独立企业法人资格， 勘察单位：具备工程勘察专业类（岩土工程勘察）甲级及以上资质； 设计单位：具备国家建设行政主管部门颁发的铁道行业甲( Ⅱ )级及以上资质； 施工单位：须同时具备国家建设行政主管部门颁发的铁路工程施工总承包特级资质，并施工单位须具备有效的安全生产许可证。 3.1.2 业绩要求： 勘察单位提供： 2021 年 01 月 01 日至今，已完成或正在实施或新承接 1 个铁路工程勘察业绩，以合同签订时间为准。 设计单位提供： 2021 年 01 月 01 日至今，已完成或正在实施或新承接 1 个铁路工程设计业绩，以合同签订时间为准。 施工单位提供： 2021 年 01 月 01 日至今，已完成或正在实施或新承接 1 个铁路工程施工业绩，以合同签订时间为准。 3.1.3 项目经理的资格要求：由设计负责人兼任。 3.1.4 设计负责人的资格要求：具有站场专业高级及以上工程师资格。 3.1.5 施工负责人的资格要求：具有铁路工程专业一级建造师注册证书及安全生产考核合格证。 3.2 本次招标接受联合体投标。联合体投标的，联合体牵头人应为设计单位，同时满足下列要求： （ 1 ）联合体各方均具备独立企业法人资格； （ 2 ）联合体总数不得超过 3 家； （ 3
