Brief Specification Description: The project is located outside the Chinese Academy of Sciences campus in Fengxian Park, Lingang New Area. The engineering scope extends east to Zhengbo Road, south to Pingfeng Road, west to 26 meters east of the Xin Kai River, and north to Jiangshan Road. The project covers an area of approximately 9,947.13 square meters, with the planned land use designated as G2 production protection green space. The main construction content includes landscaping projects.

The Contract Period: 90 calendar days (including statutory holidays). The actual commencement date shall be determined by the commencement order issued by the contracting party.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies that encourage and support energy-efficient products, environmentally certified products, as well as provide assistance to small and medium-sized enterprises and welfare institutions for persons with disabilities.

(c)本项目的特定资格要求：3.根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商。4.其他资格要求：1)具有独立法人资格，其经营/业务范围符合本项目要求；2)参加政府采购活动前三年内，在经营活动中没有重大违法记录；3)项目拟派项目经理：须具有上海市园林绿化工程从业人员项目负责人电子卡4)“投标人”、“法人代表”及“项目负责人”近三年来无行贿犯罪记录；5)按照《关于在政府采购活动中查询及使用信用记录有关问题的通知》（财库〔2016〕125号）投标人须具有良好的信用记录；6)本项目（☑是□否）专门面向中、小、微型企业，事业法人等各类供应商采购。(残疾人福利性单位、监狱企业视同小型、微型企业。)如供应商为中小企业，且满足《政府采购促进中小企业发展管理办法》(财库[2020]46号)规定条件的，必须提供《中小企业声明函》；7)本项目不联合体投标；注：供应商应提供满足上述资格要求的充分证明。所提供的各类证件、证书、证明、说明，具有有效期的，投标时均应在有效期内，否则不予认可。

(c)Specific qualification requirements for this program: 3. Registered suppliers in the database. 4. Additional qualification requirements: 1) Possess independent legal entity status with business scope compliant with project requirements; 2) No major legal violations in commercial activities during the three years preceding government procurement participation; 3) Proposed project manager must hold the Shanghai Landscape Engineering Project Manager Electronic Card; 4) Bidders, legal representatives, and project managers must have no bribery-related criminal records in the past three years; 5) Bidders must maintain excellent credit records; 6) This project exclusively targets small, medium, and micro enterprises (SMEs) and institutional entities. SME suppliers meeting requirements under Financial Treasury Document [2020] No.46 must submit an SME Declaration Letter; 7) Consortium bidding is prohibited for this project.

根据上海市财政局规定，本项目招投标相关活动在上海市政府采购云平台（网址：http://www.zfcg.sh.gov.cn）电子招投标系统进行。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。
