简要规则描述：根据区规资局批复的土地储备项目实施方案审核意见，拟对浦东新区航头镇大麦湾工业区成片收储片区1剩余地块、片区2剩余地块、片区3地块、片区4地块、片区5剩余地块、片区6地块、片区7地块，片区8地块8个地块进行土地储备。地块占地面积合计23.91公顷，为推进上述 8个地块的土地储备工作，拟委托第三方单位实施项目代建，推进前期工作

Brief Specification Description: According to the review opinions on the implementation plan of the land reserve project approved by the District Planning and Resources Bureau, it is proposed to carry out land reserve for 8 plots, including the remaining plots in Area 1, Area 2, Area 3, Area 4, Area 5, Area 6, Area 7, and Area 8 of the Dama Bay Industrial Zone in Hangtou Town, Pudong New Area. These plots cover a total area of 23.91 hectares. To facilitate the land reserve work for these 8 plots, it is proposed to entrust a third-party unit to implement project construction on behalf of the government and advance the preliminary work

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46 号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19 号）：本项目专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(b)Qualification requirements to be met to implement government procurement policies: (1) Notice on Implementing the "Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (Cai Ku [2020] No. 46) and Notice on Further Strengthening Government Procurement Support for Small and Medium-sized Enterprises (Cai Ku [2022] No. 19): This project specifically targets procurement from small and medium-sized enterprises. During the evaluation process, no price discounts or concessions will be applied to products from small and medium-sized enterprises. (2) Support for prison enterprises and welfare units for the disabled, which are regarded as small and micro enterprises; etc

(c)本项目的特定资格要求：（1） 符合《中华人民共和国政府采购法》第二十二条的规定；（2） 未被“信用中国”（www.creditchina.gov.cn ）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；（3） 本项目不允许转包。

(c)Specific qualification requirements for this program: (1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; (2) Not be listed as a dishonesty-stricken person subject to enforcement, a major tax violation dishonesty subject, or a government procurement serious violation dishonesty subject on the "Credit China" website (www.creditchina.gov.cn) or the China Government Procurement website (www.ccgp.gov.cn); (3) Subcontracting is not allowed in this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
