简要规则描述：上海海洋大学附属大团高级中学内原有苗木品种丰富，考虑到校园整体面貌，施工场地要求，需将校区内原有的树种进行搬迁，待创新大楼、食堂、宿舍楼及垃圾房等建筑的新建工作以及保留建筑物的修缮工作施工完成后将部分苗木回迁（具体工作内容及要求详见竞争性磋商文件、工程量清单及图纸）。

Brief Specification Description: The original nursery plants in the Dautang Senior High School Affiliated to Shanghai Ocean University were diverse. Considering the overall appearance of the campus, the construction site requirements, it is necessary to relocate the existing tree species within the campus. After the construction of new buildings such as the innovation building, cafeteria, dormitory buildings and garbage room, as well as the renovation of the retained buildings, the relocated plants will be returned to their original locations (for specific work contents and requirements, please refer to the competitive negotiation document, bill of quantities and drawings).

合同履约期限：合同签订至项目竣工验收完成。

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

(c)本项目的特定资格要求：3、项目负责人具有上海市园林绿化工程从业人员项目负责人电子信息卡，并具有有效的园林绿化施工企业项目负责人安全生产考核合格证书（B证）；4、本项目专门面向中小企业采购5、本项目不允许转包。

(c)Specific qualification requirements for this program: 3. The project leader holds the electronic card for project leaders of Shanghai's landscaping and greening engineering practitioners, and possesses a valid safety production assessment certificate for project leaders of landscaping and greening construction enterprises (Certificate B). 4. This project is specifically for procurement from small and medium-sized enterprises. 5. This project does not allow subcontracting.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
