简要规格描述或项目基本概况介绍、用途：根据《上海市持续优化生活垃圾全程分类体系工作方案》《关于加强环卫作业用垃圾桶采购过程中质量管理的通知》（沪绿容2019年23号）要求，由精细办负责惠南镇行政村村民户门前二分类干湿垃圾桶的采购工作。根据《2026年农村一村一档》统计全镇行政村村民户为40565户，2026年计划采购14200套装。

Brief specification description or basic overview of the project: According to the requirements of the "Work Plan for Continuously Optimizing the Comprehensive Classification System for Household Garbage in Shanghai" and the "Notice on Strengthening Quality Management in the Procurement Process of Garbage Cans for Environmental Sanitation Operations" (Hulv Rong [2019] No. 23), the Fine Work Office is responsible for the procurement of two-category dry and wet garbage cans in front of the households in the administrative villages of Huinan Town. According to the statistics in "One Village, One File for Rural Areas in 2026", there are 40,565 households in the administrative villages of the town, and it is planned to procure 14,200 sets in 2026

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。 （2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。
