简要规格描述或项目基本概况介绍、用途：本项目包含6座水闸的钢闸门和启闭机安全检测和1座水闸的设备等级评定工作，主要检测范围包括现场检测和复核计算两部分。现场检测包括：闸门和启闭机巡视检查、闸门外观检测（调查闸门制造、安装、运行、保养、检修情况）、固定卷扬式（液压式）启闭机现状检测、电气设备和保护装置现状检测、腐蚀检测、材料检测、超声波无损检测、应力检测、振动检测、启闭力检测、启闭机运行状况检测；复核计算指闸门和启闭机的强度、刚度、稳定性复核。

Brief specification description or basic overview of the project: This project includes the safety detection of steel gates and opening and closing machines of 6 sluice gates and the equipment grade evaluation of 1 sluice. The main detection scope includes two parts: on-site testing and review calculation. On-site inspection includes: gate and opening and closing inspection, gate appearance detection (investigation of gate manufacturing, installation, operation, maintenance, repair), fixed winding (hydraulic) opening and closing machine status detection, current situation detection of electrical equipment and protection devices, corrosion detection, material testing, ultrasonic non-destructive testing, stress detection, vibration detection, opening and closing force detection, operation status detection of opening and closing machine; review and calculation of the strength, stiffness and stability review of gates and opening and closing machines.

合同履约期限：*开通会员可解锁*前完成所有工作并出具安全检测报告和设备等级评定报告

The Contract Period: Complete all work and issue a safety inspection report and equipment grade assessment report before December 31, 2026.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：本项目执行政府采购有关支持中小微企业、政府强制采购节能产品、鼓励环保产品、促进残疾人就业、支持监狱和戒毒企业、服务不发达地区和少数民族地区以及限制采购进口产品等相关政策规定。

(b)Qualification requirements to be met to implement government procurement policies: This project implements the relevant policy provisions of government procurement on supporting small, medium and micro enterprises, forcing the government to purchase energy-saving products, encouraging environmental protection products, promoting employment for people with disabilities, supporting prisons and drug rehabilitation enterprises, serving underdeveloped areas and ethnic minority areas, and restricting the procurement of imported products.

(c)本项目的特定资格要求：（1）供应商未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商。（2）供应商具备水利部水利工程质量检测乙级及以上（金属结构、机械电气）资质。（3）本项目面向中小企业（含中型、小型、微型企业，下同）采购（4）接受联合体投标：□是■否。

(c)Specific qualification requirements for this program: (1) The supplier is not included in the list of persons executed for breach of trust on the "Credit China" website (www.creditchina.gov.cn), the list of parties to major tax violations and the "Chinese Government Procurement Network" (www.ccgp.gov.cn) government procurement serious violations. Suppliers on the list of credit behavior records. (2) The supplier has the qualification of Grade B and above (metal structure, mechanical and electrical) for water conservancy engineering quality inspection of the Ministry of Water Resources. (3) This project is aimed at the procurement of small and medium-sized enterprises (including medium-sized, small and micro enterprises, the same below) (4) Accept consortium bidding: □ Yes ■ No.
