简要规则描述：在金谊河(林鸣路北侧河段)、金谊河(上南路南侧河段)、三林北港(涵林路济阳路)河段，以及W300-W312等名录外河道水体实施绿化提升、新建护岸、栏杆刷新、垃圾清理等内容（具体工作内容及要求详见竞争性磋商文件、工程量清单及图纸）。

Brief Specification Description: In the Jin Yi River (the section on the north side of Lin Ming Road), Jin Yi River (the section on the south side of Shang Nan Road), Sanlin North Port (from Hanlin Road to Jiyang Road), as well as other river courses outside the W300-W312 list, we will carry out greening enhancement, construct new revetments, refresh railings, and clean up garbage (for specific work content and requirements, please refer to the competitive negotiation documents, bill of quantities, and drawings)

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）本项目非专门面向中小企业采购，评审时小型和微型企业享受3%的价格扣除优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Notices on the implementation of the "Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (Cai Ku [2020] No. 46) and the "Notice on Further Strengthening Government Procurement Support for Small and Medium-sized Enterprises" (Cai Ku [2022] No. 19); (2) This project is not specifically targeted at small and medium-sized enterprises for procurement. During the evaluation process, small and micro enterprises will enjoy a 3% price discount; (3) Supporting prison enterprises and welfare units for the disabled, and treating them as small and micro enterprises; (4) Priority procurement policy for energy-saving and environmentally friendly products: Under the same conditions of technology, service, and other indicators, products listed in the energy-saving and environmentally friendly product catalogues published in Ministry of Finance Cai Ku [2019] No. 18 and Ministry of Finance Cai Ku [2019] No. 19 documents...

(c)本项目的特定资格要求：1、要求具备水利水电工程施工总承包三级及其以上资质；2、具有有效的安全生产许可证；3、项目经理具有水利水电工程二级建造师及其以上资格，并具有有效的安全生产考核证书，且不得在其他项目担任项目负责人；4、本项目向大、中、小、微型等各类供应商采购；5、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. The contractor must possess a qualification of Grade III or above for general contracting of water conservancy and hydropower engineering construction; 2. It must have a valid safety production license; 3. The project manager must hold a qualification of Grade II or above for water conservancy and hydropower engineering construction, possess a valid safety production assessment certificate, and shall not serve as the project leader in other projects; 4. This project procures from various suppliers, including large, medium, small, and micro-sized suppliers; 5. Subcontracting is not allowed in this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
