简要规则描述：根据垃圾分类工作的工作目标：居住区的生活垃圾分类收集100%达标，可回收物通过预约回收或者定点定时回收，对可回收物上门收集目标，做到全镇69个居委，平均每2周全覆盖回收一次，全年共305天，可回收物全品类（玻璃，金属，塑料，泡沫，纸板，织物等）所有品类应收尽收。

Brief Specification Description: According to the work objectives of garbage classification: The classification and collection of domestic waste in residential areas have achieved 100% compliance. Recyclables are collected through appointment or at fixed points and times. The goal of door-to-door collection of recyclables is to cover all 69 neighborhood committees in the town on average once every two days, totaling 305 days throughout the year. All types of recyclables (such as glass, metal, plastic, foam, cardboard, fabric, etc.) should be collected.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：执行《政府采购促进中小企业发展管理办法》（财库〔2020〕46号）及（财库〔2022〕19号）文件。供应商符合文件规定属于中型、小型、微型企业，且提供《中小企业声明函》的，给予小型或微型企业 10%的价格扣除，用扣除后的价格作为评标价参与评审，本项目专门面向中小企业（本项目专门面向中小企业是指小型、微型企业）采购，不再给予小型或微型企业10%的价格扣除。

(b)Qualification requirements to be met to implement government procurement policies: Implement the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and (CAI Ku [2022] No. 19). Suppliers that comply with the document regulations and are classified as medium-sized, small-sized or micro-sized enterprises and provide the "Small and Medium-sized Enterprise Declaration Letter" will be granted a 10% price deduction for small or micro-sized enterprises. The deducted price will be used as the bid price for evaluation. This project is specifically targeted at small and medium-sized enterprises (this project specifically refers to small and micro-sized enterprises) for procurement. The 10% price deduction will no longer be given to small or micro enterprises.
