二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区等相关政策。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government policies to support welfare enterprises for the disabled, support small, medium, and micro enterprises, support prison and drug rehabilitation enterprises, supportdeveloped areas and ethnic minority areas, etc.

(c)本项目的特定资格要求：（3）法定代表人或单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。（4）本项目专门面向小微企业采购。（5）本项目不允许转包。（6）本项目不允许联合体投标。

(c)Specific qualification requirements for this program: (3) Legal representatives or persons in charge of the same unit who are the same person or have direct control or management relations shall not participate in the same contract project of government procurement activities.(4) This project is specially open to small and micro enterprises for procurement.(5) This project does not allow subcontracting.(6) This project does not allow consortium bidding.
