简要规格描述或项目基本概况介绍、用途：为满足上海市公安局浦东分局所辖各业务支队及派出所的日常使用需求，确保分局指挥中心、各派出所综合指挥室能实时查看、点调4G执法记录仪视频，需配套采购8000张流量卡流量套餐及租赁VPDN专线，并提供相应应急流量服务(具体要求详见招标文件第五章)。

Brief specification description or basic overview of the project: To meet the daily operational needs of all business detachments and police stations under Pudong Branch of Shanghai Public Security Bureau, and enable the Command Center of the Branch as well as the general command rooms of all police stations to view and remotely access videos from 4G law enforcement recorders in real time, we hereby plan to procure data plans for 8,000 data SIM cards, lease VPDN dedicated lines, and provide corresponding emergency data services. For detailed requirements, please refer to Chapter V of the bidding documents.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.

(c)本项目的特定资格要求：3、本项目面向大、中、小、微型企业，事业法人、其他组织或自然人采购；4、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动；5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；6、本项目不接受联合体投标。

(c)Specific qualification requirements for this program: (iii)This project is open to large, medium, small and micro enterprises, institutional legal persons, other organizations and natural persons.(iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project.(v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract.(vi)This project does not accept bids from consortia.
