简要规则描述：为进一步推进康桥镇违法建筑整治及无违村居创建工作，提升城市管理应急处置能力，本项目拟采购拆违巡查辅助服务，协助全时段、全方位对违法建筑进行严防严控。（具体内容及要求详见第三部分—采购需求）。

Brief Specification Description: In order to further promote the rectification of illegal buildings in Kangqiao Town and the creation of zero-violation villages and communities, and to enhance urban management emergency response capabilities, this project intends to purchase auxiliary services for illegal building patrols to assist in the strict prevention and control of illegal buildings around the clock and from all angles. (For specific content and requirements, please refer to Section III - Procurement Requirements).

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises (SMEs) in government procurement, and support SME policies: This project is specifically designed for the procurement of SMEs. During evaluation, no price discount preferences will be applied to products from SMEs. (2) Support welfare institutions for persons with disabilities and treat them as micro, small, and medium-sized enterprises.

(c)本项目的特定资格要求：1) 符合《中华人民共和国政府采购法》第二十二条的规定；2) 未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；3) 单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。4) 具有省市级公安部门核发的有效的《保安服务许可证》（外省保安服务企业须已在上海市公安部门备案登记）。 5) 本项目不允许转包。

(c)Specific qualification requirements for this program: 1) Must comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;2) Not listed as a person or entity with serious dishonesty, major tax violations, or severe misconduct in government procurement on Credit China (www.creditchina.gov.cn) or the Chinese Government Procurement Network (www.ccgp.gov.cn);3) Suppliers with the same legal representative or direct control and management relationships are not allowed to participate in the same government procurement contract;4) Possess an effective Security Service License issued by provincial or municipal public security departments (security service enterprises from other provinces must be registered with the Shanghai Public Security Department);5) Subcontracting is not permitted for this project.
