简要规则描述：为进一步加强南汇新城镇地下空间隐患治理，保障地下空间使用安全及人民防空工程的防护效能，根据《上海市地下空间安全使用管理办法》《上海市民防条例》等文件要求，拟委托专业服务公司辅助采购人实施地下空间安全使用及人民防空工程维护管理情况的监督检查

Brief Specification Description: To further strengthen the hidden danger remediation of underground spaces in Nanhui New Town, ensure the safe use of underground spaces and the protective performance of civil air defense projects, in accordance with the requirements of documents such as the *Measures for the Administration of Safe Use of Underground Spaces in Shanghai* and the *Regulations on Civil Air Defense of Shanghai*, it is planned to entrust a professional service company to assist the purchaser in conducting supervision and inspection on the safe use of underground spaces as well as the maintenance and management of civil air defense projects.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本采购项目执行政府强制采购节能产品、鼓励环保产品、扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies including the government's mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises for the disabled, backing for small, medium and micro enterprises, support for prison and drug rehabilitation enterprises, assistance to underdeveloped regions and ethnic minority areas, and restrictions on the procurement of imported products.

(c)本项目的特定资格要求：（1）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；（2）本次采购不接受联合体响应，不允许合同转让与分包；（3）本项目不专门面向中小企业。

(c)Specific qualification requirements for this program: (1) Different suppliers with the same person as their person-in-charge or having direct holding and management relationships shall not participate in government procurement activities under the same contract. Suppliers that provide overall design, specification formulation, project management, supervision, inspection and other services for a procurement project shall not participate in other procurement activities of the same project.(2) Consortium responses are not accepted for this procurement, and contract assignment and subcontracting are not permitted.(3) This project is not exclusively open to small and medium-sized enterprises.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
