简要规格描述或项目基本概况介绍、用途：本项目是对大团镇2019年至2020年建成的农村生活污水处理设施及原村庄改造长效污水设施进行养护管理工作，包括管道疏通、养护，窨井检修、养护，井盖缺损的更换、补足，一体式泵站及处理装置的运行养护等管理工作，及时处置相关投诉工单，确保排水通畅。协同采购人及其它相关部门迅速处置应急事件，制定相应的应急预案，除发生不可抗力事件，其它任何情况下必须保持相关设施处于良好的技术状态，实现镇域内污水管道各类设施安全良好、规范齐全、通（运）行状况良好。（具体详见第三章采购需求书）

Brief specification description or basic overview of the project: This project involves the maintenance and management of rural domestic sewage treatment facilities constructed in Datuan Town between 2019 and 2020, as well as long-term sewage facilities from previous village renovations.The work includes pipeline dredging and maintenance, inspection and maintenance of inspection wells, replacement and supplementation of missing or damaged manhole covers, operation and maintenance of integrated pumping stations and treatment devices, and timely handling of relevant complaint tickets to ensure unobstructed drainage.The Supplier shall coordinate with the Purchaser and other relevant departments to promptly respond to emergencies and formulate corresponding emergency response plans.(For details, see Chapter 3: Procurement Requirements.)

合同履约期限：自合同签订之日起一年。

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目非专门面向中小企业采购。（2）扶持残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Measures for implementing reserved shares to increase the share of small and medium-sized enterprises in government procurement and policies for supporting small and medium-sized enterprises: This project is not exclusively procured for small and medium-sized enterprises.(2) Welfare units for persons with disabilities shall be supported and treated as small and micro enterprises.

(c)本项目的特定资格要求：3.1未被“信用中国”（www.creditchina.gov.cn ）列入失信被执行人、重大税收违法案件当事人名单，未被“中国政府采购网”（www.ccgp.gov.cn）列入政府采购严重违法失信行为记录名单； 3.2 本项目不接受组成联合体投标；3.3本项目不允许转包。

(c)Specific qualification requirements for this program: 3.1 Not been listed as a dishonest person subject to enforcement or a party involved in major tax-related illegal cases on Credit China (www.creditchina.gov.cn), and not been recorded in the list of serious illegal and dishonest acts in government procurement on China Government Procurement Network (www.ccgp.gov.cn);3.2 Consortium bidding is not accepted for this project;3.3 Subcontracting is not allowed for this project.
