2.Bidder Qualifications: ① Holds a valid Commercial Registration certificate from the Bahrain Ministry of Industry, Commerce and Tourism, with business activities including computer programming, computer consultancy and equipment management, or equivalent relevant fields; ② Has a registered local office in Bahrain capable of providing on-site support; ③Is a well-established IT company with at least 7 years of experience in IT development; ④ Has prior experience providing on-site IT development services to Bahraini government entities.

3.Requirements for Proposed Personnel:① Bachelor's degree in Computer Engineering or a related IT field.② Minimum 10 years of hands-on experience in software and web development, proficient in PHP, React.js, Node.js, .NET Core, API development, system integration, and SQL databases.③ At least 3 years of recent experience using the ArcGIS platform.④ Practical experience in web/software development for Bahraini government entities. ⑤ Must be on-site 30 days before the contract start date for knowledge transfer. The bidder must provide suitable replacements at no additional cost if necessary.

Tender Rules: Alternative bids are not allowed. This tender is not exclusively reserved for SMEs, but SME bidders may receive a 10% price preference during the financial evaluation stage (proof of SME classification certification is required). The procurement process follows Bahrain's Legislative Decree No. 36 of 2002 promulgating the Tender Law and its amendments and implementing regulations.

II. Core Procurement Rules

1.Procurement Format: Dynamic Purchasing System (DPS). This is an open framework agreement allowing multiple operators to join. New suppliers can apply for membership at any time, with no fixed limit on the number of participants.

2.Duration Explanation: The total DPS period is 114 months (9.5 years). The reason for exceeding the typical 4-year term is that the operational nature of transport services requires long-term stability. The contract is not renewable.

3.Participation Requirements: Names and professional qualification proofs of proposed service personnel must be submitted. The contract includes subcontracting clauses. Community benefits policies relevant to Scottish public procurement must be followed.

4.Transaction Mode: Subsequent call-offs will be conducted using fully electronic operations, including electronic ordering, electronic invoicing, and electronic payment.

III. Key Bidding Requirements

1.Electronic tender documents must be submitted via the Public Contracts Scotland platform. Allow sufficient upload time to avoid last-minute technical failures.
