| 1. 标段划分及核心内容 标段 1(LOS 1):采购并安装 12 台户外数字互动信息亭,需具备抗风化、防破坏特性,2026 年 10 月 2 日前完成至少 3 台交付及可运行移交,2027 年 4 月 30 日前完成剩余 9 台交付及可运行移交; 标段 2(LOS 2):开发、实施、升级及维护一套模块化、基于浏览器的开源软件解决方案,用于在信息亭上展示数字互动内容,需基于现有试点软件扩展功能,具备开放架构、可扩展性及便捷的行政操作特性; 2. 投标人资质要求 需持有公众责任险,每起人身伤害赔偿限额不低于 300 万欧元,每起其他损失(财产及资产损失)赔偿限额不低于 300 万欧元,年度累计最高赔偿限额不低于上述金额的 2 倍,需提供欧盟或欧洲经济区成员国注册保险公司的保单或承保承诺; 需提供至少 1 个德国境内实施的、与智慧城市相关或符合开源要求的类似项目参考资料(含业主名称、服务类型及范围、服务周期、业主联系方式),参考资料篇幅不超过 1 页 A4 纸; 需提供过去 3 个完整会计年度与招标服务相关的营业额证明,含与其他企业合作项目中的份额; 需提交 “与俄罗斯关联情况声明”(FB L127),分包商、供应商或资质借用方也需按声明要求提交相关文件; 不得存在《反限制竞争法》(GWB)第 123-126 条规定的排斥事由,近 2 年无相关违法违规记录; 3. 招标相关规则 采购方式为公开招标,允许投标人同时投 2 个标段,也可同时中标 2 个标段; 投标文件需通过招标平台(www.staatsanzeigereservices.de)以德语电子提交,不允许变体投标、多份投标及电子目录投标; 投标有效期为 63 天,需参加强制性现场投标洽谈(2026 年第 19 日历周内),洽谈邀请最晚于 2026 年 4 月 24 日通过招标平台发送; 项目不面向中小企业,适用《政府采购协定》(GPA),不涉及欧盟资金。 Project 2: Kempten Smart City Project, Germany Project Name: Kempten Smart City Project, Germany Project Source: EU Official Public Procurement Platform Country/Region: Germany Field: Digital Economy Project Type: New Setup Estimated Budget (excl. RMB 3,390,064.25) Project Release Date: March 3, 2026 Project Description: The City of Kempten, Germany, has launched an open tender for the "Smart City Kempten" project (Tender No. 148379-2026, Internal No. 007/26 EU o). The project is co-funded by the German Federal Ministry of Housing, Urban Development and Building (BMWSB) and KfW Banking Group. It is divided into 2 lots for the procurement and installation of 12 outdoor digital interactive information kiosks and supporting digital content display software to facilitate accessible digital information dissemination. The project period runs from June 22, 2026, to April 30, 2027. Project Details: 1. Lot Division and Core Content: - Lot 1 (LOS 1): Procurement and installation of 12 outdoor digital interactive information kiosks, requiring weather-resistant and vandal-proof features. At least 3 kiosks must be delivered and handed over in operational condition by October 2, 2026; the remaining 9 kiosks must be delivered and handed over in operational condition by April 30, 2027. - Lot 2 (LOS 2): Development, implementation, upgrade, and maintenance of a modular, browser-based open-source software solution for displaying digital interactive content on the kiosks. The solution must extend the functionality of existing pilot software and feature an open architecture, scalability, and easy administrative operation. 2. Bidder Qualification Requirements: - Must hold public liability insurance with a minimum coverage of €3 million per personal injury incident and €3 million per other loss (property and asset damage) incident, with an annual aggregate coverage of no less than twice the above amounts. A policy or commitment letter from an insurance company registered in an EU or EEA member state is required. - Must provide at least one reference project (within Germany) related to smart city solutions or open-source requirements, including client name, service type and scope, service period, and client contact information. The reference description shall not exceed 1 A4 page. - Must provide proof of turnover related to the tender services for the last three complete fiscal years, including shares in collaborative projects with other enterprises. - Must submit a "Declaration on Ties with Russia" (FB L127). Subcontractors, suppliers, or third parties whose capacities are borrowed must also submit relevant documents as required by the declaration. - Must not have any grounds for exclusion as defined in Sections 123-126 of the Act Against Restraints of Competition (GWB), with no relevant violations or irregularities in the past two years. 3. Bidding Rules: - Procurement method: Open procedure. Bidders may submit bids for both lots and may be awarded both lots simultaneously. - Bids must be submitted electronically in German via the tender platform (www.staatsanzeiger-eservices.de). Variant bids, multiple bids, and electronic catalog bids are not permitted. - Bid validity period: 63 days. Mandatory on-site bid negotiation is required (within the 19th calendar week of 2026). Invitations to negotiate will be sent via the tender platform no later than April 24, 2026. - The project is not reserved for SMEs. Subject to GPA. No EU funding involved. |
