Project Brief

CSC - IT Center for Science Ltd. (Finland), as the coordinator of the LUMI-IQ consortium (which also includes IT4I - VSB - Technical University of Ostrava, Czech Republic; SIGMA2 AS, Norway; and AGH University of Krakow, Poland), is leading the procurement of the LUMI-IQ quantum computing platform. The procurement follows a negotiated procedure with prior publication of a call for competition. The scope includes initial installation and multi-stage upgrades of an on-premises gate-based quantum computing system. The initial system must provide at least 50 physical qubits, support the Qiskit open-source software development kit, and its hardware-native gates must constitute a universal gate set. The project is partially funded by EU funds. SMEs are eligible to participate.

Project Details

1. Procurement Scope: LUMI-IQ quantum computing platform (data processor hardware), initially an on-premises gate-based quantum computing system, followed by multi-stage hardware and/or software upgrades (upgrade details will be defined in the second phase of the procurement). Upgrades must ensure system service life, enhance platform performance, or add new functionalities. The platform and upgrades must utilize the latest hardware and/or software components to ensure technological advancement.

2. Tendering Rules: Procurement method: Negotiated with prior publication of a call for competition. Legal basis: Directive 2009/81/EC, as well as the Finnish Act on Public Procurement in the Defence and Security Sectors (1531/2011) (due to confidential information). Award criteria: Quality-based. Multiple bids from a single bidder are not permitted. A confidentiality agreement must be signed. Contractors must notify any changes to subcontractors during contract execution. Bidders must specify the contract shares intended to be subcontracted.

3. Tendering Process: The procurement is conducted in two phases. In Phase 1, bidders submit a participation application. Up to three qualified bidders will be invited to Phase 2. In Phase 2, an initial tender invitation will be sent to the shortlisted bidders, followed by one round of negotiations with each bidder (CSC reserves the right to conduct additional negotiation rounds). A final tender invitation will then be issued. Tenders must be submitted electronically in English. The contracting authority does not reimburse bidders for costs related to participation applications, tender preparation, or negotiations, and reserves the right to suspend all or part of the procurement process for reasonable and legal reasons.

4. Contract Details: Contract duration unknown. Renewals not permitted. Contract performance is not required to be carried out within the framework of sheltered employment programs. Payment terms will be as specified in the contract. The contract will be co-owned by LUMI-IQ consortium members in proportion to their financial contribution to the quantum computer procurement.

This project concerns the expansion of the National Institute of Higher Sciences and Technology (INSTA) in Abéché, Chad (PE-INSTA). The Ministry of Higher Education, Scientific Research and Vocational Training of Chad is organizing an international open tender for the Institute. Submission Requirements:

2.Bid bond: 2% of the bid amount, valid for 120 days, issued by a first-tier bank approved by the Chadian Minister of Finance.

Qualification Requirements (last 5 years, 2020-2024):

1.Average annual turnover of not less than 10,000,000,000 CFA francs (excl. tax);

2.Completion of at least two similar projects, each with a contract value of not less than 10,000,000,000 CFA francs (excl. tax) and at least 70% completion rate;

3.Possession of core construction equipment (graders, rollers, D9 bulldozers, concrete mixing plants, cranes, etc.);

4.Core team must include: 1 civil engineer project manager with at least 10 years of experience, 1 civil engineer construction supervisor with at least 10 years of experience, and specialized foremen;

5.Working capital or credit line of not less than 1,500,000,000 CFA francs (excl. tax)
