Equipment Rental Service for the East African Crude Oil Pipeline (EACOP) Project

INTRODUTION 引言

This RFT document is issued to subcontract the [Equipment rental service] for the East African Crude Oil Pipeline (EACOP) Project.

China Petroleum Pipeline Engineering Company Limited (“ CPP”) has, issued this Request for Tender (“ RFT”) to potential bidders (each a “ Bidder”) in order to obtain bid submissions in relation to the project described in brief in paragraph 3 below and in more detail in the scope of work set out in Appendix 6 to this RFT (“ Scope of Work”).

Following submission of the Bids, CPP may select one or more Bidders to enter into a legal agreement with CPP in the form set out in Attachment 5 to this RFT (“ Agreement”). The Agreement shall detail the Scope of Work, the terms and conditions and agreed fees pursuant to which CPP may engage the successful Bidder(s) to perform all or part of the Scope of Work.

OVERVIEW OF THE WORK 工作概述 CPP has been awarded the Construction Services of the pipeline and above ground installations (Midstream) for the East African Crude Oil Pipeline (EACOP) Project. The project is a 1,443km cross-country pipeline development to enable the transport of heavy and waxy crude oil reserves located in the Albertine Graben in Uganda, to a terminal in Tanga on the East Coast of Tanzania.

Scope of the work:工作范围

The Bidder shall supply the equipment listed in Tender Package 1 and Tender Package 2 to be used in the high voltage cable construction and installation for the Tanzania section of the EACOP export pipeline, including but not limited to crawler excavator 20 ton, backhoe loader, loader, low bed trailer 40 ton or above with access ladder, chain trencher, track-mounted mobile integrated crusher. For details of the two tender packages, see the table below.

Note:注：

This tender comprises two tender packages. Bidders can only submit bids for one tender package. It is not allowed to bid for two tender packages simultaneously.

本次招标包含两个投标包，投标人仅可对其中一个投标包进行投标，不允许同时对两个投标包投标。

All equipment and vehicles must be those manufactured within 5 years from the date of production.

所有设备及车辆的出厂时间须在 5 年以内（自生产日期起算）。

The Scope of Works shall be completed within timeframe stipulated by CPP.

SUBMISSION OF BIDDING DOCUMENTS 投标文件提交 Bidding documents shall be composed of TWO parts, Technical Proposal (Un-priced) and Commercial Proposal.

Should any bidder have objections to the technical and commercial requirements contained within the tendering documents, such bidder shall submit a written request for clarification to the Tenderee by 5:00 PM on 08 Nov 2025 (Abu Dhabi time, hereinafter the same). Requests for clarification submitted after this deadline shall not be accepted. If no request for clarification is provided to the Tenderee, it will be deemed that the bidder can meet all the technical and commercial requirements. The Tenderee has the right to reject the deviation items pointed by Bidder and regard the bidding documents as unqualified.

若投标人对招标文件中的技术要求和商务要求有异议，须在 2025 年 11 月 8日下午 5:00（阿布扎比时间，下同）前，以书面形式向招标人提交澄清申请。逾期提交的澄清申请将不予受理。若投标人未向招标人提出澄清申请，将视为其能够满足所有技术要求和商务要求。招标人有权否决投标人提出的偏离项，并将该投标文件视为不合格。

Submission of Bidding Documents投标文件的提交

Bidding documents shall be composed of two parts, Technical Proposal (Un-priced) and Commercial Proposal.

投标文件应由两部分组成：技术方案（未报价）和商务方案。

The Technical proposal shall be submitted to bidding@enlinkenergy.com before 9:00 AM (Abu Dhabi Time),10 Nov, 2025.

The Commercial proposal shall be submitted to bidprice@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 10 Nov, 2025.

The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com. The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of the designated email ID.

To enhance confidentiality, the deadline for password submission is 30 minutes after the deadline for document submission. It is recommended that you provide the password within 30 minutes after the document submission deadline (you may use the "scheduled send" function of your email to set the time for the email to be sent).

为提高保密性，密码提交截止时间为投标文件提交截止时间后 30 分钟。建议投标人在投标文件提交截止时间后 30 分钟内提供密码（可使用电子邮箱的 “定时发送” 功能设置邮件发送时间）。

Should the Bidder fail to submit before the aforesaid deadline, the Proposal Documents will be rejected. The time presented in the e-mail shall be considered as the submission time.

如果投标人未能在上述截止日期前提交，其投标文件将被拒绝。电子邮件中显示的时间将被视为提交时间。

Before the deadline indicated above, the Bidder is entitled to request the Tenderee to check whether the proposals have been successfully delivered to the assigned email address by sending the email to the undersign.

在上述截止日期之前，投标人有权通过向下方签署人发送电子邮件，要求招标人检查投标文件是否已成功送达指定电子邮件地址。
