公诚管理咨询有限公司（以下简称“招标代理”）受中国邮政航空有限责任

公司（以下简称“招标人”）委托，就“中国邮政航空有限责任公司2026年至2027

年芝加哥空勤机组酒店服务项目（第二次）（招标编号：21-04-04A-2026-D-F-

E10512）”项下的货物及服务进行国内公开招标，现邀请合格的投标人前来投标。

Gongcheng Management Consulting Co., Ltd. (hereinafter referred to

as the Tendering Agent), entrusted by China Postal Airlines Co., Ltd.

(hereinafter referred to as the Tenderer), hereby conducts an open

domestic tender for the goods and services under the project of China

Postal Airlines Co., Ltd. 2026–2027 Chicago Aircrew Hotel Service

Project (Second Tender) (Tender No.: 21-04-04A-2026-D-F-E10512).

Qualified bidders are hereby invited to submit bids.

*投标人资格条件：

IV、

*Qualification Criteria of Bidders：

（一）投标人必须是美国当地注册的公司，具备当地政府承认合法有效的资

质文件，提供资质文件复印件；

(I) The bidder must be a locally registered company of the United

States of America, possesses legally valid qualification documents

recognized by the local government, and provides copies of such

qualification documents.

（ 二 ） 投 标 人 距 离 芝 加 哥 奥 黑 尔 国 际 机 场 （ O'Hare International

Airport）候机楼车程距离在 20 公里（含）以内，提供承诺；

(II) The bidder shall be located within a driving distance of 20

kilometers (inclusive) from the terminal of Chicago O'Hare

International Airport, and a relevant commitment letter shall be

provided.

（三）投标人须配备餐厅，能提供早、午、晚餐堂食服务；

(III) The bidder shall be equipped with a restaurant and be capable

of providing dine-in services for breakfast, lunch and dinner.

（四）被中国邮政集团有限公司或中国邮政速递物流股份有限公司或中国邮

政航空有限责任公司列入黑名单且在规定期限及范围内的投标人，均无资格参加

本项目的采购活动；

(IV) Any bidder blacklisted by China Post Group Co., Ltd. or China

Postal Express & Logistics Co., Ltd. or China Postal Airlines Co.,Ltd.

within the specified period and scope shall not be eligible to

participate in the procurement activities of this project.

（五）与邮政无投资关系且存在以下情况的，不得参加采购活动：邮政领导

人员及其亲属和其他特定关系人、邮政员工持股（限非上市公司），以个人身份

（组织委派的除外）担任法人、董事长、总经理、监事的企业，以及邮政所属工

会或员工集体出资成立的企业；

(V)Bidder having no equity investment relationship with the Postal

Party shall be disqualified from participating in procurement

activities

if

falling

under

any

of

the

following

circumstances:Enterprises whose shares are held by leading personnel

of the Postal Party, their relatives and other specific related persons,

or postal employees (limited to non-listed companies);Enterprises

where any individual acts as legal representative, chairman of the

board, general manager or supervisor in a personal capacity (excluding

personnel assigned by the organization);Enterprises funded and

established by trade unions affiliated to the Postal Party or employee

collectives of the Postal Party.

（六）投标人必须按照本项目招标公告的要求获取本项目招标文件，否则无

资格参加本项目。

(VI) The bidder must obtain the bidding documents of this project

in accordance with the requirements specified in the tender

announcement; otherwise, they shall not be eligible to participate in

this project.

五、投标人报名

V、Bidders Registration：

（一）报名时间：2026 年 5 月 7 日至 2026 年 5 月 14 日,每天北京时间 9:00-

12:00，14:00-17:00（国家法定节假日除外），向采购人发送报名资料，逾期送

达的报名资料恕不接受。

Application Period:From May 7, 2026 to May 14, 2026, registration

documents must be sent to the purchaser between 9:00-12:00 and 14:00-

17:00 (Beijing Time), excluding national statutory holidays.

Registration documents submitted after the deadline will not be

accepted.

本次投标文件递交采用全程线上邮箱递交方式，不接受现场递交、邮寄递交、

快递递交等任何线下递交形式，线下递交的投标文件一律不予受理。

The bid documents shall be submitted totally via designated Email onl

ine. On-site, mail, courier or any other offline submission methods a

re not accepted, and any bid documents submitted offline will not be

accepted.
