Brief specification description or basic overview of the project: The goal of this project is to provide unified management for waste sorting supervisors in residential areas (administrative villages) of Beicai Town. It aims to strengthen the management of designated and off-designated waste disposal points, ensure proper waste sorting management in residential areas (administrative villages) outside designated times, raise residents' awareness of waste sorting, and improve resident satisfaction.

合同履约期限：合同签订之日起一年

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：执行《政府采购促进中小企业发展管理办法》（财库[2020]46号）及（财库[2022]19号）文件，供应商符合文件规定属于中型、小型、微型企业，且提供《中小企业声明函》的，给予小型或微型企业10%的价格扣除，用扣除后的价格作为评标价参与评审，本项目专门面向小微企业采购，不再给予小型或微型企业10%的价格扣除。

(b)Qualification requirements to be met to implement government procurement policies: In accordance with the "Measures for the Promotion of the Development of Small and Medium-sized Enterprises through Government Procurement" (Cai Ku [2020] No. 46) and (Cai Ku [2022] No. 19), if a supplier meets the criteria defined in these documents as being a medium, small, or micro enterprise and provides a "Declaration Letter for Small and Medium-sized Enterprises," a 10% price discount will be granted to small or micro enterprises. The discounted price will then be used as the basis for bid evaluation. Since this project is specifically designed for procurement from small and micro enterprises, no additional 10% price discount will be provided.
