一、招标条件 / 1. Tender Conditions

越南心生义 2000t/d 垃圾发电项目，招标人为中国电建集团四川工程有限公司（越南分公司）越南心生义环保项目部，具备招标条件，现进行招标。

This project is the Vietnam Tam Sinh Nghia 2000t/d Waste-to-Energy Project., and the tendering entity is the Vietnam Nghĩa Tâm Sinh Environmental Protection Project Department of PowerChina Sichuan Engineering Co., Ltd. (Vietnam Branch). The project now meets the conditions for tendering and is hereby put out to bid.

二、项目概况和招标范围 / 2. Project Overview and Scope ofTender

招标项目名称 / Name of Tendered Project：

越南心生义 2000t/d 垃圾发电项目全厂安全文明施工及标准化建设工程

建设地点 / Project Location：

越南胡志明市古芝县福协公社

Fuk Hiep Commune, Cu Chi District, Ho Chi Minh City, Vietnam

工期 / Construction Period：

暂定为25个月/Tentatively scheduled for 25 months

计划开工日期 / Planned Start Date：开工时间以甲方通知为准。

The commencement date shall be subject to the written notice from the Party A.

计划竣工日期 / Planned Completion Date：根据项目服务计划与招标方现场要求进行 All work shall be carried out in accordance with the project service plan and the on-site

requirements of the tenderer.

招标范围 / Scope ofTender：

包括但不限于/Including but not limited to：

（1）全场安全文明施工及标准化建设（厂区安全文明设施建设和维护、公共区域卫生清理、垃圾土清运及存放等）；全场雨水抽排（主排水沟施工及维护、雨水外排等）；现场临时道路、设备临时组合场、堆场、其它项目部指定施工平面等；项目部自有塔吊供电设施施工及维护；现场公共区域应急供电、照明及维护等；其他零星用工及未尽事宜等；

Safety, civilized construction and standardization works for the whole site, including construction and maintenance of safety & civilized facilities within the plant area, cleaning of public areas, removal, transportation and storage of waste and earthwork; Site rainwater drainage works, including construction and maintenance of main drainage ditches, rainwater discharge and related works; On-site temporary roads, temporary equipment assembly yards, storage yards and other construction areas designated by the Project Department; Construction and maintenance of power supply facilities for tower cranes owned by the Project Department; Emergency power supply, lighting systems and maintenance for public areas on site; Other casual labors and unmentioned matters;

（2）投标方自用临时设施搭建、施工用水、用电由投标方自行负责，临建和施工场地排水需达到IEC标准及越南国家标准要求，投标方负责全场安全文明施工及标准化建设工程相关的验收资料等一切相关资料的编制、报送和签收工作；

The Bidder shall be solely responsible for the construction of temporary facilities for its own use, as well as the supply of construction water and electricity. The drainage of temporary buildings and construction sites shall comply with IEC standards and national standards of Vietnam. The Bidder shall undertake the compilation, submission and receipt of all relevant documents, including acceptance documents pertaining to the safety, civilized construction and standardization works of the entire site.

三、投标人资格要求 / 3. Bidders’ Qualification Requirements

1. 资格能力要求 / Qualification & Capacity

（1）投标人需具有越南境内注册的独立法人资格公司，或具有在越南注册的子公司，具有有效的越南营业执照。

The bidder must be an independent legal entity registered in Vietnam, or possess a subsidiary registered in Vietnam, holding a valid Vietnamese business license.

2. 其他要求 / Other Requirements

不接受联合体投标。

Joint bids are not accepted.
