二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位， 并将其视同小微型企业

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas and increase the share of small and medium-sized enterprises (SMEs) in government procurement, supporting SMEs: This project is exclusively open to SMEs for procurement, and no price discounts will be applied to SME products during evaluation. (2) Support welfare-oriented enterprises for persons with disabilities and treat them as micro-enterprises

(c)本项目的特定资格要求：3、本次采购需要网上响应，供应商必须获得上海市电子签名认证证书（CA认证证书），根据《上海市政府采购供应商登记及诚信管理（暂行）办法》，为已在上海市政府采购网登记入库的供应商；4、本项目专门面向中、小、微型企业采购；5、同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项目下的政府采购活动；6、本项目不接受联合体投标。

(c)Specific qualification requirements for this program: 3. This procurement requires online response, and suppliers must obtain the Shanghai Electronic Signature Certification Certificate (CA Certificate). According to the "Interim Measures for the Registration and Integrity Management of Government Procurement Suppliers in Shanghai," suppliers must be registered and listed on the Shanghai Government Procurement Network. 4. This project is specifically open to the procurement of small, medium, and micro enterprises. 5. The same individual or different bidders with direct controlling or management relationships are not allowed to participate in the same government procurement project. 6. This project does not accept joint bids.
