、投标⼈资格要求

投标⼈应具备的资格或业绩：（1） 投标⼈应为符合《中华⼈⺠共和国招标投标法》规定的独⽴法⼈或其他组织（境内投标⼈应提供营业

执照或法⼈证书，境外投标⼈应提供在当地的注册⽂件）； （2） 投标⼈开⼾银⾏在开标⽇前三个⽉内开具的资信证明原件或复印件； （3）

投标⼈须承诺其设备及软件出⼝完全符合相关国际和中国的法律法规，并协助办理⼀切必要的进出⼝许可⼿续；（按附件6-7格式提供书⾯声

明） （4） 本项⽬对于境内产品只接受产品制造商投标。对于境外产品接受产品制造商投标，也接受代理商投标。若投标⼈为所投产品代理

商的，须获得并提供应选货物制造商出具的有效授权函，原⼚与代理商不能同时参与投标； （5） 本项⽬不接受联合体投标； （6） 投标⼈

如中标，须按照招标⽂件和中标⼈的投标⽂件订⽴书⾯合同，不得增加其他不合理条款或对招标⼈的额外要求；（按附件6-7格式提供书⾯声

明） （7） 投标⼈及投标货物的制造商近⼀年内在经营活动中没有重⼤违法记录，⽆利⽤不正当竞争⼿段骗取中标，⽆重⼤经济刑事案件，

3.Qualification Requirements For Bidder

Qualifications or Performance

：（1）The bidder shall be an independent legal entity or other organization that complies with the provisi

ons of the "Bidding Law of the People’s Republic of China"

（domestic bidders shall provide a business license or legal person certificate,

while overseas bidders shall provide local registration documents

）; （2）An original or copy of the credit certificate issued by the bidder’s

bank within three months prior to the bid opening date;

（3）The bidder must commit that the export of its equipment and software fully co

mplies with relevant international and Chinese laws and regulations, and assist in handling all necessary import and export licensing proce

dures

（provide a written statement in accordance with the format of Appendix 6-7）; （4）For domestic products, this project only accept

s bids from product manufacturers. For overseas products, bids from product manufacturers are accepted, and bids from agents are also a

ccepted. If the bidder is an agent for the offered products, it must obtain and provide a valid authorization letter issued by the manufacturer

of the selected goods. The original manufacturer and the agent cannot participate in the bidding simultaneously;

（6）If the bidder wins the bid, it must enter into a written contract based on the tender documents and the winni

ng bidder’s bid documents, without adding any unreasonable terms or additional requirements to the tenderer
